Recommendations. 12. We recommend that the Chiefs of Staff endorse this report as an expression of their views and (a) Invite the United Kingdom representative to the Five Power Military Committee to instruct jis representative on the Naval Advisory Committee to say (i) That the United Kingdom authorities do not feel competent to comment on the Dutch report but that insofar as is possible the Western Union should make use of the Philips concern for supplying equipment; (ii) That if it were proposed that any contract involving United Kingdom information classified "Confidential" or above should be placed with Philips, the procedure detailed in paragraphs 8 and 9 above would be adopted.
