TOP SECRET (c) The directorate should be under the administrative control of the Ministry of Defence, and as regards intelligence policy should receive direction and guidance from the Chiefs of Staff through the Joint Intelligence Committee. (d) Intelligence on atomic energy may have, as at present, to be dealt with in an exceptional manner; but it must be realised that the present situation is far from satisfactory and it should be re-examined in the light of changed circumstances. (e) The field of the directorate should cover not only the sciences but also certain Service applications of them.
