TOP SECRET ANNEX COMMENTS BY THE POINT INTELLIGENCE COMMITTEE ON SIR HENRY GURNEY'S DESPATCH NO. 5 DATED 30TH MAY, 1949. Paragraph 9 1. The despatch could be read to mean that one of the functions of Special Branches of the colonial Police is to appraise political intelligence and to draw the right deductions from it. While we recognise that for certain purposes it may be desirable that senior police officers should be expected to perform these functions, it is our view that when an appraisal of political intelligence is required as a basis for the formulation of civil policy, the responsibility for such appraisal should rest with the Governor, advised by the Colonial Secretariat and, in appropriate cases, by the Local Intelligence Committee (L.I.C.) if and when established.
