TOP SECRET Conclusion 5. We do not consider the new restrictions in Bulgaria are necessarily due to the need to conceal military preparations against Yugoslavia. It is more likely that they are the result of general action on the part of the Satellites to restrict the movement of representatives of the Western Powers and this case may have been precipitated by the "disclosures" in the Kostov trial. We therefore continue to hold the view that an attack on Yugoslavia in the near future is not contemplated, (Signed) L.F.
