TOP SECRET Political Aspect 4. The denunciation of the Yugoslav Treaty appears to be nothing more than a further move in the "cold war". Conclusions 5. (a) The strength of the Soviet forces deployed to date near Yugoslavia are insufficient and are unsuitably organised to ensure a rapid overrunning of Yugoslavia even with maximum assistance to Russia from the satellites. Sufficient forces could of course be rapidly moved up from within the Soviet Union but the season of the year is now late for such action to ensure that complete and rapid success which we consider would be essential to Soviet aims.
