Military Threat to Yugoslavia - Situation as at 16.9.49

TOP SECRET (b) It is impossible to conclude whether the moves made to date are for any one or all of the following reasons:(i) To form part of the war of nerves against Tito and to encourage Cominform Communists in Yugoslavia. (ii) To have troops available at immediate call to enter Yugoslavia should a political upheaval take place. (iii) To show all the satellites that Russia is ready and able to rush troops into any troubled satellite area. The start of Rajk trial in Budapest, in which Tito is virtually cited as principal defendant, bears on this.
