TOP SECRET (f) Finally, a British observer on 25 Aug saw two Soviet L.I.2 Dakota-type aircraft dropping a total of 25 men in four groups about 10 miles south-east of Vienna. As these drops appeared to be controlled by static line, it is just possible that army parachute troops were concerned. If so, they may have been moved in only recently, since we hold no Soviet parachute units outside U.S.S.R. on the other hand, aircraft of the type concerned were first reported on 2 June as having moved into Austria.
