TOP SECRET TOP SECRET to endeavour to obtain agreement on certain points of difference regarding Russian scientific developments which, although they have been largely resolved between the Americans and ourselves at lower levels, have not yet been agreed at a high level. Recommendations 9. We therefore recommend that the Chiefs of SStaff endorse the proposals set out in this report and, subject to the approval of the Minister of Defence, invite Departments to make the necessary administrative arrangements accordingly.
