TOP SECRET ANNEX COMMENTS BY THE JOINT INTELLIGENCE COMMITTEE. General Comments We consider this paper to be a useful assessment of the strategic importance of Indo-China and of the danger to South East Asia which could arise if Indo-China were to fall under Communist control. The report inevitably falls short in so far as it represents little more than a study of the Indo-China position in relation to the present strength of Viet Minh. While frequent reference is made to the possibility of outside interference, no attempt has been made to estimate the scale of assistance which Ho Chi-Minh might receive from the Chinese Communists, and to balance actual and potential French military strength against a Viet Minh thus reinforced.
