In view of the above and our opinion that any Soviet plan which may exist to sabotage military installations would be timed to take place immediately before the outbreak of war or at some period during war, our conclusions are :(1) That there is no evidence to indicate any likelihood of a Soviet sabotage campaign, as defined above, in the U.K., in Bermuda or at Aden at the present time. (2) That all the installations listed by the United States Joint Intelligence Committee should be included in Category (e), i.e.
