ANNEX TOP SECRET PART E 1950 THE PROBLEM 1. To estimate the strategic intentions and capabilities of the Soviet Union in the event of a war between the Western Powers and the Soviet Union, from now to the and of 1950. OUTBREAK OF WAR. 2. We consider that the Soviet Union will not deliberately declare war between now and the end of 1950 and that a war is unlikely during this period. If, however, the Soviet Union should deliberately provoke war, it would be preceded by a period in which the Russians would have accumulated three months' supplies, re-deployed their forces, and concentrated vehicles in forward areas.
