RESTRICTED is being sent from the War Office to a Military Attache, the outer covering will be addressed to "Officer in Charge, Despatch section, Foreign Office". (iv) On arrival at the Signal Office or DistributionRoom to which the outer covering is addressed, that covering will be opened or removed and the inner envelope forwarded in accordance with the practice of the Department or Service now in possession of the document. 3. The following additional points should be noted. (a) Where a classified document is put into the inner envelope otherwise than by the regular Despatch Section (e.g.
