Reference para. 11(a). we authorise you to put forward proposal in para. 9 subject to addition of words "classified higher than Confidential" between "disclosure of information" and "of either U.S. origin". We are of the opinion that owing to danger of clogging the machine it would not be practicable to accept that all purely U.S. or British information including Confidential and Restricted information should be dealt with under category 'B' rules and machinery, and any such suggestion should be resisted.
