TOP SECRET Situation in Hong Kong 7. External. The border is quiet, control on the Chinese side remaining in the hands of Communist uniformed irregulars. There have been unconfirmed reports that the Communists consider that, Royal Air Force sorties in close proximity to the border constitute an unfriendly act and that fire will be opened should aircraft cross over Chinese territory even unintentionally. 8. Internal. The peaceful take-over by the Chinese Communists on the frontier has encouraged confidence regarding future relations with the authorities in Kwangtung, though the delay in the resumption of rail and river services to Canton is causing some frustration.
