TOP SECRET 7. The Chinese Communists have proclaimed the formation of their Government a few days earlier than was generally expected and the Soviet Government have lost no time in according it recognition. It may well be that the date of the announcement was determined by considerations of Soviet policy at the United Nations Assembly. 8. It is noteworthy that although Tibet and Formosa were included amongst Chinese Communist claims in several speeches at the political consultative conference in Peking that preceded the setting up of the new government, no mention was made of Hong Kong.
