Situation in South China. General Situation as at 28.6.49

TOP SECRET (b) Phase II This phase entails: (i) An advance southwestwards by General Chen I from the Foochow area into Kwantung Province and on to Canton. (ii) Continuation of General Cheng Keng's thrust from Kanchow to Shivchow and thence southwards down the railway to Canton. (iii) An advance by General Lin Piao into Kwangsi Province on the axis of the railway Changsha Henyang Kweilin. The plan outlined in (ii) and (iii) above confirms our previous assessment of Cheng Keng's and Lin Piao's future intentions but (i) raises the possibility of an additional threat to the New Territories by Chen I's forces.
