TOP SECRET 7. Throughout the recent fighting in the Yangtse, Admiral Kwei, the C-in-C of the Nationalist Navy has been endeavouring to evacuate his ships to Amoy or Formosa. Between the 10th and 24th he successfully sailed many ships from woosung including, we believe, 5 non-operational destroyers, some towed by rescue tugs, 7 LSTs and 4 LCTs loaded with troops and equipment and escorted by l gunboat. Some of these vessels have now arrived at Tsoying in Formosa (5 miles North of Takao) where the commander-in-Chief of the Nationalist Navy has established his headquarters.
