In preparing this charter the views of the Commonwealth Relations Office (C.R.O.) and the British Defence Co-ordination Committee, Middle East have been taken into account. Definitions 3. The terms "Members of the Commonwealth" and "Commonwealth Countries" as used in this paper and in the charter are defined as follows :(a) Members of the Commonwealth comprise the U.K.
