COPY FOREIGN OFFICE, S.W.1. March, 1949 TOP SECRET A/C/42 In the matter of diplomatic clearance for reconnaissance flights in the Middle East, which was last discussed at J.I.C. (49) 25th Meeting, Item 8, we had decided in the Foreign Office to handle separately the case of Turkey, because we have already been in communication with the Turkish authorities about beach reconnaissance operations and the mapping survey, and we thought we saw a better chance of progress in Turkey than in other countries.
