9. As we cannot accept the American proposal without extra staff, we are therefore, faced with two alternative courses of action:(i) to ask the Americans to drop their proposal for the time being owing to our present administrative difficulties; or (ii) to defer acceptance of the American proposal until the necessary increases in staff have been obtained. Owing to the special qualifications which this extra staff must have, some time must elapse before they can be appointed, even assuming that approval is given to the necessary increase in manpower.
