TOP SECRET APPENDIX "A" TO J.I.C. (49) 23 SOVIET RADIO COUNTER MEASURES REQUEST. What radio counter measures might be employed in the event of hostilities and what would their likely degree of efficiency be? ANSWER. Russian plans for the employment of R.C.M.are not known. They are thought to possess the knowledge necessary for planning effective measures, and may be able to operate some of the simpler measures which were in use during the 1939-45 war. It is not known, however, whether they intend to direct any of their technical resources to this form of warfare.
