TOP SECRET PERIODIC INTELLIGENCE SUMMARIES FOR THE WESTERN EUROPE COMMANDERS-IN-COMMITTEESECOND QUARTERLY SUMMARY ANNEX A MORALE PART I Soviet Armed Forces The overall situation regarding morale in the Soviet armed Forces is that the morale and bearing of the armed forces in the interior, certainly in the Moscow and Odessa areas are of a high order while the morale of the armed forces on occupational duties is generally low, though there has been some improvement due to the granting of home leave during the first quarter of 1949.
