(48) 1, which contains the views of H.M.G. in the United Kingdom on our strategic aims for use at the recent Commonwealth Prime Ministers' Conference, has been passed to all Commonwealth countries, and J.I.C. (48) 9 (0) Final, "Russian Interests, Intentions and Capabilities", was circulated to the Chiefs of Staff of Australia, Canada, South Africa and New Zealand. 3. As regards the security of Canada, Australia, New Zealand and South Africa, the position is as follows:Canada ranks high as regards security; we consider there is little danger of leakage of information occurring in the future and we have no evidence that leakages have occurred on the papers listed in Annexes A E.
