Procedure for Handling Defectors Arriving in British Zones of Occupation. Report by the Joint Intelligence Committee

(e) In order to satisfy Soviet authorities that remaining personnel are bona fide defectors and are not being held against their wishes, an early opportunity will be afforded to Soviet authorities to send officers to interview the defectors and to invite them to accompany them back to the Russian zone. The Russian representatives will be given all reasonable facilities to invite defectors to return with them but they will not be allowed to protract their interviews to an unreasonable extent in the hopes of breaking down resistance of the defectors as they attempted to do in the recent United States incident when interviews continued for nine hours.
