5. We conclude that as the initiative to implement any closer relationship will rest with the Chiefs of Staff and so as not to offend Pakistan amour propre (the Liaison Staff is already called "Joint") the directive should be agreed, subject to one minor amendment the insertion of "Pakistan" before "Service Liaison Staffs" in the first sentence of paragraph 12. 6. Recommendation. We recommend that the Chiefs of Staff endorse our views and advise the Commonwealth Relations Office that the revised directive is acceptable, subject to the minor amendment proposed in para 5 above.
