(c) to draft a carefully worded warning which would be used as the basis of an approach by the Departments most closely concerned to certain selected firms and public authorities of the highest importance to our war potential, informing them as precisely as possible of the type of information the Government desires them to safeguard; and (d) to recommend measures to ensure that the whole subject is kept under review.
