(c) Navy. The following ships are likely to be available in Northern waters of which we consider only a small proportion are likely to be in the Baltic:11 Cruisers 2 Flotilla Leaders 25 Large Destroyers (of about 4,000 tons) 20 Destroyes 7 Submarine Depot Ships. 200 Ocean-going Submarines (a large proportion having high underwater speed) 100 Coastal Submarines. 90 Escort Vessels. 250 M.T.B.'s. Large number of midget submarines. There would be sufficient merchant shipping small shipping and landing craft available to lift two divisions in the Baltic and one division in the Arctic.
