4. Trieste is not, however, covered by these arrangements, since command there is still under the Combined Chiefs of Staff. There are important Key points in the area, particularly the docks, which would be of value to an occupying enemy. On a recent visit to this country, the Allied Commander informally stated that, on direction from the Combined Chiefs of Staff, he would be prepared to assemble the necessary data for nontactical demolitions, subject to there being no risk of civilian morale being lowered.
