Strength of Russian Forces Outside the Soviet Union. Report by the Joint Intelligence Committee

TOP SECRET ANNEX We set out below a table showing our estimate of the strengths in August, 1948 of the Soviet forces located outside the Soviet Union, together with an estimate of the amount by which these forces exceed reasonable requirements. 2. For the purposes of this paper Latvia, Lithuania and Estonia are considered as part of the Soviet Union. We have taken Poland to mean that part of it which lies within its post war frontiers. 3. We have not taken account of Soviet military missions in Bulgaria, Czechoslovakia.
