Nationality Rule 5. The present position is somewhat confused. The Civil Service nationality rules are contained in Estacode Section B(a)4 dated 9th January 1945, an extract from which in the form of an Army Council Instruction No.465 of 1948, was circulatedø to the Joint Intelligence Committee as an appendix to a letter from the Chairman of the Cypher Security Committee. This document, however, did not mention Note 3 of the Estacode paper which states:"There are special rules governing eligibility for established employment in the Foreign Service and in the Service Departments." 6.
