consideration that there should be no risk of disclosures which might lead to a lowering of German morale. 5. We understand, moreover, that the Americans and the French are preparing similar plans in respect of their zones, and we are taking steps to ascertain the details. Recommendation. We recommend that the Chiefs of Staffs endorse the action which we propose, and instruct the Secretary to send a copy to the Commander-in-Chief in Germany with a request that he permit the necessary data to be assembled in Germany, subject to the understanding that there is no risk of morale in Germany being lowered.
