5. We consider, however, that certain exceptions should be made. First, the Air Attache in Prague is at present allowed the use of an aircraft; so long as this concession continues there would be advantage in relaxing the restrictions in so far as the Czechoslovak Air Attache in this country is concerned. Secondly, in view of the more cooperative attitude of the Finnish authorities, we consider that a similar relaxation should be made with regard to the Finnish Service Attaches. 6. We conclude, therefore, that, with the exception of the Czechoslovak Air Attache and the Finnish Service Attaches, all other Satellite Service representatives in this country should be treated on a reciprocal basis in the same way as the Russians.
