Procedure for Preparing Estimates Relating to Enemy Plans. Note by the Secretary

ANNEX PROCEDURE FOR PREPARING ESTIMATES RELATING TO ENEMY PLANS. On receipt of the problem the Secretary will issue Terms of Reference to the J.I.S. 2. The J.I.S. will then prepare a draft operational appreciation covering the following points:(a) Assumptions, in conjunction with the J.P.S. (It may be necessary to have these approved by the J.I.C. before proceeding further). (b) Strategic background, supported by appendices covering:(i) Individual and collective Military potentialities of the countries in the area, and (ii) the significance to the Enemy of the countries in the area.
