MANNER IN WHICH WAR WILL BREAK OUT 6. Even after the end of 1956 the Soviet Union will still be under no political, military or economic necessity to go to war. We believe, however, that she will be in all respects able to wage war and the possibility will remain as before that the Soviet Union might in the circumstances described in paragraph 4. above, take some action which would precipitate war. In our opinion the most likely cause of war is that the Anglo-American Powers should reach the conclusion that the Soviet Union's expansionist policy is directly threatening their strategic interests and must be resisted by force of arms.
