5. Information either has or has not a bearing on the matters specified in paragraph 4 and which we wish to deny to foreign powers. Our subsequent proposals for with-holding information have been restricted to include only the minimum of information which we consider it essential to with-hold. 6. We realise, however, that the decision as to how for it is proper or desirable to withhold details of our forces from the public, depends on other than purely military factors, and that it is outside our province to endeavour to assess the extent to which they offset the requirements of security.
