ANNEX. Present Military Situation. Although, by virtue of training and advisory assistance by the American Military Aid group the Central Government have increased command of air and sea, the present course of the Civil War is definitely going in favour of the Communists. This is particularly the case in Manchuria where recent Communist successes have effectively isolated Mukden and Changchun. The Communist capture of the important port of Yingkow has left the Central Government only the ports of Chinwangtao and Hulutao through which to send up reinforcements.
