We do not consider that the Soviet Union should be given the benefit of any doubts where our defence interests are at stake. 12. Any steps taken in this country to restrict the sale of penicillin plant or technical "know how" to the Russians will be rendered ineffective if they are not co-ordinated with the U.S.A. and the Commonwealth countries. Moreover, unco-ordinated measures might inflict a severe loss on commercial firms in this country.
