For the purposes of assessing the maximum Russian build-up land forces on the Rhine, we have not taken account of the possibility that road space might be required for moving forward long range projectiles. 5. We believe that Russian administrative efficiency is greatly inferior to our own. On the other hand this is counterbalanced to some extent by Russian physical endurance, acceptance of low standards and emergency improvisation. It is consequently more difficult to apply an overall factor to cover all these considerations.
