ANNEX. Draft Note for Attachment to J.I.C.(47) 7 Final, J.I.C.(47) 7/1 Final and J.I.C. (47) 7/2 Final SOVIET INTERESTS, INTENTIONS AND CAPABILITIES. The attached report by the Joint Intelligence Committee was produced in August 1947 but, for a number of reasons, full circulation was not possible at that time. It is to be brought up to date and it is intended that a revised report on similar lines will be produced by July 1948. Nevertheless, it may be of interest to see the views which were held in August, 1947, and it is considered that, although it is out of date in some respects, it may still be valuable as a background paper.
