ANNEX EVENTS LEADING UP TO THE SAILING OF THE PAN YORK AND PAN CRESCENT. There has been a steady stream of Jews into Roumania from the U.S.S.R. during the last two years. Local Soviet authorities are undoubtedly aware of this influx. It is impossible to cross the Russo-Roumanian frontier without their approval and they have on occasions actually put at the disposal of Jewish leaders Russian military transport to assist the movement of intending immigrants both coastwards and eastwards. Many of these Jews have been not only included in shipments to Palestine from Black Sea ports but also given priority over Jews arriving; from elsewhere.
