(b) Invite Service Ministries to circulate copies of this report for guidance to all Departments and Directorates which have direct contact with Belgium, Holland and Luxemburg. (c) Stress, in the event of staff talks taking place with Belgium, Holland and Luxemburg, that on no account must classified information be passed to any third party without first receiving permission to do so from Great Britain.
