(e) Any staff talks which may be held with France can be considered secure only if information concerning British plans for the defence of Western Europe is issued only for the personal use of the officers concerned and may only be divulged orally to their immediate superiors, and provided that it can be guaranteed that they are not Communists or fellow travellers. 4.
