(iii) by propaganda, particularly for Jewish industrial workers. (e) Towards the Arabs, the Soviet Union will probably adopt the following tactics:(i) She will exploit Arab nationalism fostering existing animosities between the Arab factions particularly the discord between King Abdullah and King Ibn Saud; (ii) She will emphasise the sympathy of the Soviet Union with the Arab masses in their conflicts with the Arab ruling classes, particularly in their efforts to raise their standard of living.
