The Russian leaders must appreciate that any military aggression in Persia would probably lead to war with the Anglo-Saxon Powers. We consider that,although the Soviet Union is in a fairly good position under the 1921 Treaty to invent pretexts to move her troops into Persia, she is not at present prepared to create a situation which might precipitate a major conflict.
