It is clear that before the Joint Intelligence Sub-Committee can answer their Terms of Reference they will require to have from the Joint Planning Staff the estimate of the aid likely to be given to the French by us. The two reports are therefore inter-dependent and must proceed concurrently. 6. It will be seen from the Foreign Office letter that they also ask for a comparison between the French forces in three or four years time and our own at the same date. It is understood, however, that the Foreign Office would prefer to have a report without a precise answer to this question if the policy for the shape and size of our own armed forces is still under discussion.
