Likelihood and Imiplications of a Proposal for the Withdrawal of All Occupation Troops from Germany

(d) We would not wish to say too definitely what the Russian attitude would be if the Western Powers were to agree to a proposal to withdraw all occupation troops from Germany. It is clear that they would see certain advantages in such a withdrawal by the Western Powers. On balance, however, we consider that if the Western Powers did agree to such a proposal, the Russians would find some way of withdrawing it, while putting the blame for its rejection on the Western Powers. Recommendation 3. We recommend that the Chiefs of Staff endorse our report and instruct the Secretary to forward a copy to the Foreign Office for use at the forthcoming Conference of Foreign Ministers, and to the Minister of Defence.
